Canada may be moving toward a new federal skilled immigration model

A recent update from IRCC suggests that Canada may be preparing important changes to its federal high-skilled immigration programs.

According to IRCC's Forward Regulatory Plan, the government is considering creating a new federal high-skilled immigration class with more streamlined eligibility requirements. At the same time, it is proposing to repeal the current Federal Skilled Worker Class, Canadian Experience Class, and Federal Skilled Trades Class. These are the main federal programs that currently form the basis for many Express Entry applicants.

This is a noteworthy development. It signals that Canada is continuing to review how its skilled immigration system should operate in order to better support the labour market and simplify the application framework for applicants, employers, and other stakeholders.

At this stage, however, these are only proposed regulatory changes. No final regulations have been published, and the current programs remain in place for now. IRCC has indicated that consultations are expected in Spring 2026, with more details to follow.
