Who can apply for a spousal work permit?
A spouse or common-law partner of an international student may be eligible for an open work permit if the student:
- Holds a valid study permit
- Is enrolled in a designated learning institution (DLI)
- Is studying in an eligible program
Important: Not all study programs qualify anymore.
List of eligible programs
As of recent IRCC updates, spousal work permits are generally limited to spouses of students enrolled in higher-level or priority programs, such as:
1. Graduate-level programs
- Master's degrees (typically 16 months or longer are the strongest cases)
- Doctoral (PhD) programs
2. Select professional programs
Programs in areas with labour shortages may also qualify, including:
- Healthcare (e.g., nursing, medicine-related fields)
- STEM fields (science, technology, engineering, mathematics)
- Education-related programs
Each case is assessed individually. The program's level, duration, and career relevance all matter.
How to apply for a spousal work permit
There are two main options:
1. Apply together (recommended)
Submit the spouse's work permit application at the same time as the student's study permit.
Advantages:
- Faster overall processing
- Stronger, more consistent application package
- Demonstrates a clear family plan
2. Apply after the student arrives in Canada
The spouse can apply later, once the student:
- Has started studying
- Can provide proof of enrollment and status

From the spouse:
- Marriage certificate or proof of common-law relationship
- Passport
